The US Citizen has to file a Report of Birth Abroad with the US Consulate. The US Citizen will need his passport and proof that he's lived in the USA for at least 5 years and 2 of those years must be after the age of 14.





You'll need a copy of the marriage contract and the child's birth certificate from NSO





After the report is processed a US passport, Social Security Card and Consular Birth Certificate is issued for the child.

If the child was born while you were married then the child is an American citizen born abroad. If you are trying to adopt the child then President Aquino passed a law in 1990 that you must live in the philippines for 2 years before you leave (do not understand why). I left the Philippines in 1992 so I donot know if that law was updated. Your best bet is to check with the U. S. Immigration department. Do not use a service because you will pay for services you can do yourself.
If the parent who is an american citizen, was an american citizen at the time the child was born, then the child should also be a U.S. citizen. The birth should have been registered at the American embassy and an a, then, American birth certificate issued. If this was never taken care o, then it may not be too late. Contact the American citizen services section of the American Embassy in the Philippines. See 1st site. If the American citizen parent is a NATURALIZED American citizen who became a citizen after the child was born, that parent may sponsor the child to immigrate to the U.S. See 2nd site below. Now, if you are talking about just having the child visit the U.S. on a tourist visa, then the child needs to apply for a visa at the American Embassy in the Philippines. See 3rd site below.
I'm the parent of such a child. The process was quite easy. You need a CERTIFIED copy of the original Birth Certificate. The certificate must show the U.S. Parent's name as father/mother. You will call the Embassy next, to get the claim the child as a USA Citizen. They will refer you to the National Statistics office, which will give you a voucher you will take to a bank, pay a fee for the Embassy to send you a copy of the child's US Passport. The best source of information is the USA Embassy in Manila.
If your child is a U.S. citizen, they also have a U.S. passport.


Just buy the appropriate tickets and take them home.
