What could legally happen to a parent who lets his/her 14-year old child drive the parent's car by him/herself?

This child has a permit but not a license. What could legally happen to a parent who lets his/her 14-year old child drive the parent's car by him/herself?
If stopped by a cop he/she will be ticketed and in most cases they will tow the vehicle and then everything is down hill from there. The child can have his/her learners permit revoked and then they will have to wait until 18 or 21, depending on the state. You will have to pay an impound fee, a ticket, and your motor insurance might go up. What do I recommend....DON'T LET HIM/HER Drive without an experienced driver. What could legally happen to a parent who lets his/her 14-year old child drive the parent's car by him/herself?
Most likely a hefty fine and the child's license being taken away until they are 21. Also a possibility of some sort of negligence charge on the part of the parent, and severe insurance penalties for being retarded.
