If I am not a parent, what kind of papers do I need to have custody of children in Puerto Rico?

The children are 13 and 20 years of age. The mother is relocating to the USA and wants to leave the children with me. I am not a blood relative. The father is not in the picture.If I am not a parent, what kind of papers do I need to have custody of children in Puerto Rico?
She can get a notarized letter making you a guradian. I thik you may need to file papers with a court also


Also you don't need to do anything about the 20 y/o he is his own gurdian and you have no control over what he does neither does the mom. at least legally


I know my mom still tells me what to do
