Are there guidelines pertaining to 2nd parent adoption?

How do they determine if the ';second parent'; is fit to be a parent? Are there screenings and whatnot to decide? Any information appreciated, having trouble finding a website with the info I'm searching for. Thanks.Are there guidelines pertaining to 2nd parent adoption?
Is the ';second parent'; the biological father of the child?





You actually have to prove he's UNFIT to parent. By law the child is ';his'; until someone proves he's incapable of providing care. They use the same criteria as they do for abuse/neglect cases, ie: proper housing, supervision, nutrition, clothing, and education.





If the mother wants to put the child up for adoption, and the father doesn't, tough luck. He gets to take the child until someone proves he's unfit.





If the mother tries to prove he's unfit, a case worker opens an investigation. They'll check that he has a house, an income, proper daycare, etc.Are there guidelines pertaining to 2nd parent adoption?
