I know a girl who is in college. Her father deserted her and her 2 brothers when they were very young. Her mom was from another country and afraid he would take them away and never filed for child support. Can this girl and her brothers collect anything for all the years they did without? They can still use the money to get through college and their father just got a big inheritence.Does a parent still owe child support if no order is made?
No.
child support is never legally owed if it has not been ordered by a court, or formally agreed to by the non-custodial partner.
Absent either a) A court order saying he had to pay, or b) a signed agreement by the father to pay, the mother is entitled to nothing.
If any of the children are still below the cut-off age for child support (18 in most States, but 21 in a few if the child is in college) then the mother can still file for child support, but it will not be backdated.
If there are any children that are 18 - 21 and in college then they can file for parental support in their own right if their State is one that has the 21 cut-off.

The odds are as a single parent, she has some form of state finacial assistance while they were growing up aand if so, that state can go after the father for repayment of all money due. Some state laws allow for child support up to age 21 and to pay for college as well, but only a few.
Sad case. Hopefully the father will give the kids something. Sorry, but the kids can't file for anything and it appears that mother can't now.
The System Stinks! I know for sure, here is my story:
The children are not entitled to anything. The mother can claim child support, not them, and any support will not be back dated.
The children can get nothing. The mother might be able to if she got divorced. If she was never divorced, and just living apart, the law will not interfere.
This matter is up to the mother to file for arrearages of child support..legally only the mother can do something about this..
At this point, no child support.
Depends on the father. Could it hurt to ask? He has no legal obligation.
