You are almost certainly a citizen, but let me ask you how your father gained citizenship? If it was by birth and not naturalization, did he live in the US a total of five years before you were born, and 2 of those after the age of 14?
Here are the choices: If he was born in the USA or is the child of a US Citizen and he lived here for that time, his children are automatically US citizens.
If he did not mee the residence test you can still become a citizen if your grandfather did, but you must be naturalized no later than your 18th birthday.
If he came to the US and became a naturalized citizen you almost certainly gained citizenship when he did or when you arrived in the US; you should have been admitted as a permanent resident. At that point you became a citizen when you arrived in your father's custody in the US.

If the visa officer who interviewed you knew that you had a U.S. citizen father, he would have investigated the possibility of you being a U.S. citizen by acquisition. Apparently, the visa officer felt that you didn't qualify for U.S. citizenship.
If you failed to tell him about your father being in the U.S., you may be considered a person who obtained a visa by misrepresentation.
If your father became a U.S. citizen after your arrival as a visitor, that does not help you to be a U.S. citizen because you are not a lawful permanent resident.

apply for a passport before you turn 18. they will ask for proof of citizenship from your legal gaurdian (dad) and your old passport. simple as that. but long process once you turn 18
