Do television shows pay there parent companies for commercial time on the parent companies channels?

For instance would 'Two and a Half Men' pay CBS for commercial time?Do television shows pay there parent companies for commercial time on the parent companies channels?
I think it works like this: The parent network makes, or produces the show in question. or a private production company makes the show and sells it to the network. The network, in turn, shops the show to sponsors which pay a hefty fee to advertise during the show and the network (theoretically) makes money.
