Your dad should talk to a guidance counselor, they know the rules. I don't know the situation, but I think your dad is giving up too easily on him. Instead of allowing him to quit he should look into alternative schooling where people with difficulties are more understood and can still graduate. These programs are decently successful. I would say no, but it depends on the state and school's policies. Have your Dad personally talk to your teachers so that they have an understanding that it is ok. Otherwise, it probably won't be accepted considering your brother's age.
